I'm not too sure on my theory about this, but if you are interested you could check out the internet. I think its a mongolian (or central asian) technique, and the "second note" you are hearing is an overtone of the fundamental frequency he is singing (the note that seems loudest) - the note is always there but he is singling it out and making it louder by having an aircurrent that is nearly Yx (Y times) faster than you would normally use to make it vocal chords vibrate at the harmonic.

the lower pitch you are hearing is because he is purposely not producing the correct vibration speed (though it is close) for the "melody" note (the higher pitched one) - doing this will cause an incomplete production of the harmonic that allows the fundamental to be heard at a considerable volume at the same time.. If you play a wind instrument you can get a similar sound, I'm not sure about stringed instruments... Someone might be able to correct me if my theory is a little off (or plain wrong
